   Steps

   1. +Added: Give each visitor a random id saved in their browser. Agents send their own stable id.
   2. +Added: Store a one-way hash of that id, never the raw id.
   3. +Added: Allow one vote per hash per recipe version.
   4. +Added: When the recipe changes to a new version, people can vote again.
   5. +Added: Show counts only. Keep comments private unless a human approves them.
